Samsung SyncMaster 226 BW repair was to stop the flickering when powered on. On some research had found that cheap 3000hr capacitors were used in the psu inside the monitor. To fix just need to dismantle the monitor and replace these components.
Puffed up caps = bad news.

2x 25v 820uF
1x 25v 330uF
Locked and loaded with new caps to repair the power supply in a failing Samsung monitor.
